Q: Cant add a rescue email to reset security questions because I need to answers the previous ones
I forgot the answers to my security questions, in order to reset I need to add a rescue email but in order to do that I need to know my previous answers to my previous questions

That is correct. It is a security precaution -- if you could add a rescue email to get the security questions reset without knowing the answers to the questions it would be easier for anyone else to do it in order to gain access to your account. If you have forgotten the answers and don't have a rescue email address you will need to contact Apple support. See the quote below from If you forgot the answers to your Apple ID security questions - Apple Support
Click on the "call us for help" link in the quote for assistance:
If you can't send a reset email, don't have a rescue email address, or can't access email at your rescue email address, call us for help. When you call, you might need to create a temporary support PIN to verify your identity. After you reset your security questions, you might want to update your rescue email address.
