Family Sharing: my daughter has $100 credit in iTunes/App Store, but when I approve it charges my credit card.

My daughter has $100 in iTunes gift cards that have been redeemed and show in her account balance. We have Family Sharing set up, so when she wants to make a purchase, I receive a notification which I approve. On her end, she is then asked to enter CVV code from my credit card to complete the purchase.


Her purchase is far below the $100 balance. It appears that the (in-app) purchase is trying to charge my credit card. According to the third paragraph of Family purchases and payments - Apple Support:


"any time a family member initiates a new purchase it will be billed directly to your account, unless that family member has gift or store credit. First, their store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer's card."

Any idea what's going on here?

Is this the first purchase on the device/computer that she is using, and have you/your daughter gone through with the purchase to see if your card is actually charged or her balance is used ? If your card is charged contact iTunes Support (as your pasted text shows, it should automatically use her balance, there isn't any setting on her/your account that you can set/change) : http://reportaproblem.apple.com or https://www.apple.com/emea/support/itunes/contact.html
