Q: News App Missing After iTunes Restore

I just restored my iPad Air through iTunes. I couldn't remember the encryption password so I used my iPhone backup to restore my iPad because I could remember that password. Most things seem to be back to normal apart from the News app that's missing. I can't even download it from the App Store as it shows that it's already on the iPad and tapping on "Open" takes me to a Safari "localhost" page which just remains silent. What should I do?
