Q: Photos Not Full Resolution

This photo for example is not full quality with that symbol in the bottom right hand corner. I already tried to delete photos to see if it changed anything but it did not....

Where did the photos come from? Is iCloud Photo Library enabled and if so is it set to optimize storage? Please see this article for details: iCloud Photo Library - Apple Support
