Q: ICloud and outdated Photos.library

I had lost three days data thanks to problem with update (10.11.6) and damaged latest time machine backup. So I had recovered from older one. Now I want to sync photos with iCloud where are the newer one. But when I open iPhotos app it immediately starts to upload whole library stored on my mac to iCloud. Why? Those photos are already on iCloud and there are newer photos. Shouldn't it just download those photos which are in mac missing ? And doesn't this upload delete new photos iCloud?

Thanks for any advice.

    Photos will upload your library again frequently. Whenever it needs to compare the current local library to iCloud. It will upload all photos from your library, compare to the photos in iCloud, resolve conflicts.  Once all miising potos have been upload, it will start download ing the photos that are only in iCloud.

    If you restore your library from a backup, move it to a different disk, or repair the library, or if Photos keeps crashing, the the photos will upload again and you cannot avoid it.  Try to avoid the reasons for the upload.
