If the person you bought from is unwilling to help then you are hosed.

There is nothing any here or at Apple can do to help you.

Chances are extremely good that it is stolen.

Please refrain from typing all in caps. Besides being more difficult to read, typing a message on the web in caps is impolite  because it considered shouting.

Contact eBay to arrange for a possible return/refund, as the phone is useless while Activation Locked.

Use eBay's Buyer protection policy. Open up a case and go from there to receive your refund.

I'm sorry for your situation but there is absolutely no way to ever unlock an "activation-locked" iPhone.  If you get a run-around from the seller, it is very likely that you have a STOLEN iPhone.  This feature is intended to render a stolen device totally worthless.

Tell everyone you know  ---  stop buying stolen stuff.
