Try the steps at this link: https://support.apple.com/kb/HT204324?viewlocale=en_US&locale=en_US
If they do not work, try restarting the phone, that may solve the problem.
After that, try updating your iOS to 9.3.3. According to your post you are running iOS 9.3.2 on your device, so updating to iOS 9.3.3 might solve the problem. Since you are most likely unable to do this on your phone due to the network problems occurring, update the phone through iTunes on your computer.
