When I key in a Message in iMessage & hit send, it looks like it will go but then it fails, does this mean I need to be connected to the Internet to be able to send an iMessage, if so how do I send text messages when I don't have internet access or don't want to use mobile data.

With iMessage enabled, to be able to send messages as text messages / SMS when iMessage is unavailable (including if your iPhone is not connected to Wi-Fi and you have turned off Mobile Data), enable this setting:
Settings > Messages - turn on Send as SMS.
I Messages can only be sent by and to other I phone users the rest are text try making sure that all your open data is cleared ifthat doesn't work try turning off your phone and then turning it back on but no you shouldn't need inner meant to send and I or text message
