Q: SIM CARD

Sim Card was working in our 5s. Phone was turned off because we got a 6.  Now we want to re-add the 5s back to our Verizon Account (add a line), but I get an online Verizon message, "Sim Card ID can not be activated at this time". What could be wrong with the Sim Card?

iPhone 5s, iOS 9.3.3
