Itunes moving libaray

My PC has two HDD's the main one is full and it hosts the ITunes library, can I move it too the second HDD by copying the data and relabeling the library path in the edit preferences?

No. Either tell iTunes to consolidate the media to a new path and then remove the original copies, or move the entire iTunes folder to a new location and shift-start iTunes to reconnect to the database on the new path. I recommend the second option (and a backup). See Make a split library portable for more details.

As given:

move the entire iTunes folder to a new location and shift-start iTunes to reconnect to the database on the new path.

You move the library first, then connect to it. No need to create a new library, only one move operation required. That said it is probably safer to copy rather than move, particularly if you don't already have a backup, then make a backup before deleting the original copy of the library.

In most cases your existing library will already be in the portable shape. It won't be if you've already changed the media folder, or if you add content to iTunes in such a way that the files are not imported to the media folder. Read the whole Make a split library portable for more details in case there are any special circumstances that apply.
