I have no idea what type of partitioning operation you are referring to? If you have decided to enable disk encryption then that process can take a long time. As for other partitioning operations then it should not take too long but if you are rearranging large quantities of data it will take time to apply.
The encryption process is meant to keep the Mac awake but I have seen reports that laptops will sleep (probably due to being on battery power). If it is not completing & appears to sleep then you should consider an app to run the caffeinate ability (it's a built in command but apps make it easy to run).

Give it time & keep it plugged in to power if it is a laptop.
How long has it been 'stuck'?
Sometimes progress bars report progress very badly. You have to leave it a reasonable amount of time before you try to abandon it.
I would try to leave it for several hours at the least, possibly overnight. It will need to rearrange files to make sure they fit into the new sized partitions.

The process has to move files from one area of the disk to another, that can be time consuming especially as many read & writes may be required. System disks have many small files and if you have limited free space that can make it more involved.
It is safest not to stop a process like this unless you have a good backup of the data - the disk or some files may be left in an unknown state if you abandon it a force reboot/ force quit looks like the only way to stop it, which can be harmful under these conditions. Progress bars can be difficult to tell if they are moving - stick a post-it note under it & see if it progresses over a few hours 🙂

Nevermind, I guess I was just being anxious. It took about 4 hours and finished right after I posted here. Thanks for the extra help / info anyway though 🙂
One more question, after finishing I seem to have created another partition called "untitled" that is there as well as my macintosh hdd and bootcamp partitions. It takes up 150gb (the amount of space I was freeing up for my windows partition). What do I do with it?
Sorry I don't know what your final aim is or what state your disk started with. I'd guess you just use that partition for storing files if that is what you need?
Ask another question in your own thread if you need help with bootcamp setup & disk resizing. I do not know very much about that & you really need specific help.
