Normalization: Overload Protection Only

I'm currently running Logic X Pro on El Capitan.

I'm bouncing project files and noticed a dramatic reduction in signal when the Normalization option is set to "Overload Protection". This is very odd, because I'm running a limiter on the output channel and the signal is pretty compressed anyway. I expected that this option would only have an effect when I have an overloaded signal, but it seems to reduce all of output signal for the bounce. Unchecking returns things to normal, and the resulting file is as loud as expected.

Is this a bug, or I am I missing something?

As stated, if you've got a Limiter on your master output, don't use Normalization when Bouncing out for overload protection.

It is good to use overall, just "on" when Bouncing. But not for "Overload Protection". It works great if you've got signals that get too hot when Bouncing out, and don't have any compression or limiting on your master output channel strip.
