Q: Apple ID disabled/isn't an Apple ID

whenever my sister try's to download an app it says "your Apple ID has been disabled for security reasons. Tap Reset to reset your account". So we click it and it asks for her Apple ID so we put in her email she uses to log in(which it knows and put it in for us) and it says " 'her Apple ID email' isn't an Apple ID. Well how can it not be an Apple ID if she is still signed in and it needs reset?

See if you can reset the Apple ID password > If you forgot your Apple ID password - Apple Support

TThat is what I have been trying to do but when I type in her email and hit continue it says it's not an Apple ID even though she is signed into the App Store with it.
