Q: Unable to edit Security Questions after too many failed attempts

I reset my account password but now unable to edit the security questions. When I click on Edit/Change Security Questions, I get an error message dialog window stating too many failed attempts to answer the security questions correctly. The dialog window only has an OK button which takes me back to the starting point - the Manage Account home page. I would think that by resetting and logging into my account successfully that I would be able to Edit the Security Questions despite past failed attempts. How can I change the questions/answers? There doesn't seem to be a way to do this.
