Q: Disabled Device Issues

I am trying to restore my nephew's disabled device in recovery mode, because he did not set the iPad up with iTunes. He did not activate the Find My Phone option, so it appears "recovery mode" is my only option. HOWEVER, I've tried twice and it hasn't given me the option to set up as a new iPad ... HELP!
