Q: Using Photos to add pictures to iphone?

Itunes says that my photo settings have shifted to Photos, but when it asks me to review the settings, it just does a 4 step sync and doesn't actually open any settings, and there's no way to pull up settings by right-clicking on my iphone in Itunes itself. I also don't see any way to add photos to my iphone in Photos itself either (I already know how to import from my iphone but not export to it). This is especially frustrating because I knew how to do it in itunes, and all the help I can find online talks about itunes still, not the Photos OS app (I have a MacBook Pro).

iPhone 6, iOS 9.3.3

You sync photos to your iPhone via iTunes.

Open iTunes, select what you want, sync.

Open this article and follow the steps under "Sync your photos manually with iTunes"

I cannot use itunes, as I explained in the post, because it gives me a message that it has shifted to Photos.

Then when I hit "View Settings," the only thing that happens is that my iphone syncs:

I have no options for photos under my iphone/device settings:

You're not in the right area of iTunes.  Don't select your device under "Devices", select your device as in the upper-right corner in the picture below:

Then select Photos to set your sync options, as below:

The article I provided includes a link explaining what to do:

    iTunes 12

View your device by clicking on the device's icon in the upper-left corner of the iTunes window.

I have tried to do that multiple times, but whenever I click the small icon that you indicated, nothing happens. Regarding the link to the article, I do not have ICloud Photos, only Photo Stream and a Macbook Pro with the Photos app on it, and so the steps in the document do not work for me.

I appreciate your response, but since that small iphone button doesn't work for me, do you know how to fix that?

Also, I can import photos in the Photos app, and since Itunes told me that all my photo information got shifted into Photos, I'm pretty sure I should be able to export to my phone in there too:

If you click the small icon of your iPhone as I indicated, you do not then see the 2nd picture I posted?  Either you're not doing something correctly, or something's wrong with your iTunes installation.  Doing these things is how you manage your iPhone via iTunes, so you need to be able to do this for more than just syncing photos (e.g. restoring your iPhone someday).

Let's back up a bit ... in your 2nd post I now see that your Mac is telling you that you have changed from iPhoto to using Photos on your Mac.  Have you completely set up Photos to replace iPhoto?

Updating from iPhoto to Photos for OS X - Apple Support

Perhaps the problem is on that end, not iTunes (though you still should be able to manage your iPhone in iTunes as I indicated).  Also, you should verify if Photos, or any of your iOS devices, is set to use iCloud Photo Library ... even if you don't think you enabled it, check again.
