Q: Is there anyway I can turn off ask to buy on free items and keep it on paid items?

I keep requesting to download free apps, and it's really bothering me and my dad.

No, 'ask to buy' will apply to all downloads, paid-for and free. You could try leaving feedback to Apple about it : http://www.apple.com/feedback/itunesapp.html
