I am taking an on-line course that allows me to download their videos to my device. Can I download to my iPad? And if so, how?

The iTunes Store has several video download programs. I've used the one below successfully.
While the ability to DOWNLOAD a media file is controlled by the website hosting the media file, the way it is downloaded is determined by the browser being used. In the case of iOS devices, the default browser is, of course, Safari. Whether (or not), the file can be stored to (and/or played from) local storage is determined by the operating system and the apps.

That would be up to the website itself.
If they allow this, they should provide instructions on how to do it.
I am looking of the App Store and do not see this app. Is there another one that is safe to use?
