What does 'not working properly' mean ? Are you getting an error message when entering/updating your payment details ? If your payment details aren't being accepted then you possibly owe iTunes for your last purchase, and until that is paid off (e.g. by adding a valid payment method) you won't be able to download anything else (including updates to your apps) : Pay an unpaid balance in the iTunes Store - Apple Support
