Below is a User Tip about Wi-Fi issues in general. Don't follow my order below. Try #3 first, what Chris already suggested. If still an issue then try the others.

1) Perform a Forced Restart: Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Allow device to restart.

2) Reset Network Settings: Settings > General > Reset > Reset Network Settings. Rejoin the Network again.

3) Reboot Router/Modem: Unplug from power for 2 minutes and plug again. Update Router Firmware (check manufacturer’s support website for a newer FW). Also try different bands (2.4 GHz and 5 GHz) and different bandwidths (20 MHz recommended for the 2.4 band). Channels 1, 6 or 11 are recommended for the 2.4 band.

4) Change to Google's DNS: Settings > Wi-Fi > Click on the Network, Delete all numbers under DNS and enter 8.8.8.8 or alternatively 8.8.4.4

5) Disable device prioritization on the router if this feature is available. Also disable any VPN apps and test Wi-Fi again.

6) Determine if other Wi-Fi devices on network are working well (other iOS devices, Macs, PCs).

7) Try device at another Network, i.e., neighbors’, public coffee house, etc.

8) Backup and Restore the Device using iTunes (ask for additional for details if desired).

9) Go to an Apple Store for hardware evaluation.

It might help for you to understand what lease time is. It is a function of the Router:

Client lease time is the amount of time when the DHCP server would renew IP address for client devices (computers and other devices). Default is 0 minutes which means 24 hours. This means every 24 hours all devices getting DHCP address from the router would be assigned another IP address from the router/DHCP server.

So, if what I provided you before about clicking on "Renew Lease" on your iPad's wi-fi page does not fix your lease issue, then you have a problem with the router. That may need to be addressed by troubleshooting the router with the router manufacturer or their support site.

Could you post a screenshot? I (and likely Chris) would like to see it. I don't know why you need to renew the lease. This is normally handled automatically halfway in between whatever time your router lease times are set for. As Chris and I mentioned, this appears to be a router issue (even though other devices connect). More info would help, at least for me... Did you try what Chris said above?

Edit: I just read what Chris said, the problem of this site when two of us are typing at the same time. One small quibble but inconsequential, most routers set to 0 which does mean 24 hours (go figure) renew the lease halfway in between (~ 12 hours, go figure again). Do you by any chance have an old router you could try? I always keep a spare and it would help in eliminating the phone as the issue. I do agree with Chris on the router likely being the problem. You don't have a router behind router setup, do you? Like an AT&T gateway and a downstream router. If so you could have double DHCPs, a big problem.
