How do I enable my disabled Apple ID?

My Apple ID rrecently got disabled. I believe it happened because the credit card number I had in my account was reported as fraud. Due to that situation it got disabled. My question is how to I enable it. This has been going on for anout 2 or 3 weeks. ibe tried everything. Can someone please help.
