Q: Trouble with touch screen on iphone 6 plus

Have intermittent trouble getting the touch screen to work as it is frozen. The home button works though. Is there a fix? Do I need a new phone?

iPhone 6 Plus, iOS 9.3.3

there is a white line on top of the screen sporatically..
