Q: Issue accessing the Phone App after update

I recently updated my iPhone 6+ (Verizon) to the new 9.3.3 version. Since the update, I have been unable to access the Phone app to make calls. I have restarted the phone multiple times and still the issue remains. Please let me know if anyone has discovered a solution.
