I have an apple id using my work email address, as it was convenient. Now i am getting an iphone through work. I already changed my email address on the old account, but now i cannot use my work email address to setup the new iphone. What can i do?

You cannot reuse an email address as an Apple ID.

No.
Also note all content from one Apple ID cannot be merged or transferred to another Apple ID.
(Even if the 2 Apple IDs belongs to you)
