Mac App Storeit keeps telling me 'your payment method is decline. please try another payment method.'. what seems to be the problem here?

Did you buy this debit card at a local store? Apple does not accept this type of debit card as a form of payment.

to answer your question, my debit card is from a bank in my country, and draw FUNDS from MY ACCOUNT. wow, thanks a lot dude.

I'm not sure where you live, but you can buy prepaid VISA and MasterCard debit cards in most of the western hemisphere nations.
