I restated my IPad air 2 yesterday 27th of July 2016 and the bar has moved about an inch in the whole day its been restarting. This is getting annoying now. SOME ONE PLEASE HELP!!

What bar do you mean?
Try force quitting all the apps and then reboot. To reboot, hold Sleep and Home until the Apple logo appears.
If your iPad is running v10.9.3.2 that could be the problem. The v9.3.3 update is available.
Make sure that your device is up to date and your apps are up to date. If you still need help after updating, contact Apple Support.

I was facing same issue. However, after upgrading my problem resolved.
