Q: iTunes installing apps
So I deleted the app Instagram, Bc it wasnt working but when I tried to re download it wouldn't work. I tried over and over again but it kept asking me for my billing information so I put it credit card and stuff, but it kept saying it was declined, and something went wrong with the last purchase. So my question is how do I get this sorted out so I can re download Instagram again and other apps?.

What is the exact text of the message that you are getting (and I'm assuming that is in iTunes) ? If it's that there was a 'problem with a previous purchase' then that means that iTunes wasn't able to collect the money for your last purchase and that you therefore iTunes for it - you will have to pay what you owe before you can download anything else : Pay an unpaid balance in the iTunes Store - Apple Support
