Q: white screen for 15 minutes then normal start up

On power up I hear the beep, see the small circle of lines, then the screen goes white.  After about 15 minutes the start up resumes, and I see the sign in screen.  How can I fix this?

iMac, OS X El Capitan (10.11.6)
