No it does not damage it. The iPhone will only use as much as it needs and when charged, it stops. People do it all the time. I do it when I'm in a hurry, and I've never had a problem. It was actually recommended to me at the Genius Bar.
Not a good idea to use a charger that's dedicated for one device on another.

Actually it IS a good idea to charge an iPhone with an iPad USB adapter, and it is recommended by Apple (see Barry Hemphill's link).
If you have an iPhone 6 or 6S series an iPad adapter will actually charge the phone faster than the adapter the iPhone ships with. This was not true for earlier models, but the 6 and later can use up to 1.5 amps for the initial charge; the 5 series and earlier would only draw 1 amp, regardless of the adapter used.
