    Sorry, but if you cannot get the person who sold you the device to provide the Apple ID and password that was used to lock the device, there is nothing else you can do.

     

    If you purchased it via eBay or Amazon, get a refund.

     

    Otherwise, you have been scammed.

    There is absolutely no way to ever unlock an "activation-locked" iPhone.  If you get a run-around from the seller, it is very likely that you have a STOLEN iPhone.  This feature is intended to render a stolen device totally worthless.

     

    Tell everyone you know  ---  stop buying stolen stuff.
