    You can either download (sync) them straight into a Photo library either on your Mac or an external drive or download the photos into folder(s), which do you wish to do.

    Are your photos  and videos in iCloud Photo Library?

     

    then you can download them to your Windows PC by going to the web page www.iclod.com,

    SIgn in with with your iCloud AppleID and launch the Photos.app there.

     

    • Click the "Select" button and star selecting the items you want to download.  Then click the "Download" button.

     

    if you have a Mac, do as Winston Churchill suggested.

    My photos are stored in iCloud using Photos.  I have many photos, so in answer to your question, it might be better to sort them into folders (although I don't know much about that process).  I have an iMac and use a MacBook.  Would it be efficient to "back up" iCloud with a remote hard drive?  The folders approach might make sorting more efficient, although I am not sure of that.  Thank you.

    You can group photos in albums and smart albums, and grpup related albums in folders.  Folders cannot hold photos directly.  Ad your photos first to albums.

    Managing the albums, smat albums, and folders is best done in the sidebar To show the sidebar use the key combination ⌥⌘S. then create folders with "File < New folders" and drag albums to the folders your folders can be nested.  A new album will be created in the folder you are currently viewing, but yu can drag the items freely between folders.

    For example, a part of my folders look like this: folders for groups of ten years of photos, thenyearly folders inside, and a folder for each event.

    Sorry if I'm not quite getting it, but do you already have the photos on the Mac in the Photos app, is that that you are merely trying to create a back up, I'm not clear as to what you are actually trying to achieve.
