If you are having issues with your iPhone restarting when you open the Notification center, this would more than likely be related to the iOS. Try force restarting your device first to see if that does the trick. You may also want to force quit all the apps currently running. I would perform a back up of the device then restore it to factory settings if the previous steps do not fix the issue. Please follow the steps in the links below to get started.
Restart your iPhone, iPad, or iPod touch
Force an app to close on your iPhone, iPad, or iPod touch
How to back up your iPhone, iPad, and iPod touch
Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
Thanks for using Apple Support Communities to post your question. Your Notification center is such an essential feature for your iPhone. The procedures above should have your iPhone up and running as expected in no time.
Have a great day.

It looks like the backup data that is being restored may be causing the issue. Before we proceed, let's ensure that any pictures or videos have been imported to a computer. This article explains how to do that:
Import photos and videos from your iPhone, iPad, or iPod touch
Once you've imported those files, try restoring the device to factory settings without restoring your data then test the Notification Center. If it works with no data on the device, you should not restore your previous data from the backup. Instead, re-download your apps from your purchased history and use your iCloud Apple ID to re-sync your contacts and calendars. You can also sync over photos or videos from your import. The links below can assist you with downloading your past purchases and syncing your pictures.
Keep your photos safely stored and up to date on all your devices
This should fix your Notification Center for good!
