Sign out of your Apple ID, then try to download an app. Go to Settings>iTunes & App Store>Your Apple ID. Tap your ID and sign out. Go back to the App Store and find an app that you want to download. Try to download it. You should be prompted to sign in. Sign in and see if it will work.

Jul 29, 2016 4:27 PM in response to emilyfromtownsvilleby Demo,IIRC, you will see that message if something is missing in the payment details or if your address does not match the CC statement exactly.
Did you use a credit card or debit card and did you enter the security code on the back of the card? Does the billing address on the card match what you typed into iTunes for the settings?
