WHY CAN'T I REMOVE MY PAYMENT INFORMATION? All I'm trying to do is update apps and download free apps. I would be very gratevil if someone fixes it.

You cannot always select None for your payment information. Check this support document. Why can’t I select None when I edit my Apple ID payment information? - Apple Support
If you cannot select None, then you will have to update your payment information.
