Q: iPhoto can't update ...
I have been unable to use my iPhoto and it said Update Required and then when I try to update it said "update not available in the US"
I was led to remove the program and reinstall but after uninstall it will not allow me to upload, it doesn't show up in the App Store...
What do I do???

Do you have a previous version of iPhoto registered to your Apple ID?
Click on this link posted by Barney Can't Update iPhoto because it is not available in the App Store
Read it thoroughly including the comments. The post mentions Yosemite but the procedure is exactly the same
for El Capitan.
