Hello. I just want to ask why is my ipad mini 4 doesnt have Pages, Numbers, and Keynote? I checked it in app store and there's a payment. My other friends have the same product and they have the apple apps for free. I hope someone will help me with this. Thank you.

Are you certain you checked in the iOS (iTunes) App Store, and not the Mac App Store? The Mac and the iPad use different versions of Pages, Numbers, Keynote that must be purchased separately.
If you purchased the iOS versions (for iPad), then open the App Store on the iPad, click "Updates" in the lower right, then "Purchases", and if these items are on the "not on this iPad" tab, download them from there (assuming you have storage space available on the iPad to contain them).
Contact the App Store Support team by following the instructions below. It should be included for the Mini 4 Gen.

yes. I bought it in the apple store.
Did you click the supported document link I've provided?
Try contacting the App Store Support team or iTunes Support as I suggested above. I have seen many cases of what you are reporting and the resolution is to contact Apple to approve the downloads.
Are you signed into the App Store with the same Apple ID you used to previously purchase the apps?
Have you tried going beyond the view you are currently showing. that partuclualr view never indicates if you already own an app or not. You need to tap on one of them to see the purchase status.
