- legit Apple page = telling you that the system does not recognize the email address as a valid Apple ID
- Your WebMail page showing an apparently legitimate email FROM Apple addressing you by name (that is the part that really tells you it is REAL) = it is asking you to VERIFY that you want to use that address because you changed it - OR - created a new Apple ID WITH it.
I am unsure what order you received these pages.
If you created an Apple ID with that email AND did NOT verify it with the link in the email, then the login iForgot screen will not recognize it as valid.
Tell us the whole tale, beginning to end in detail so that we can get our minds around the real story
