If it's not in your TV Store then it's not available.

The iOS app is listed here: https://itunes.apple.com/app/id283646709?mt=8. I don't think there is an Apple TV 4 version, at least not at present.

It is available for iPhone, iPad and iPod touch, but not Apple TV. What device are you trying to download to?
