Send an SMS from icloud?

OK, I have tried to search the web, and all the apple forums for this question, and it keeps editing my question...

I have an iPhone5 and an iPad Pro9.7.

I can send SMS (imessage ?) messages from my iphone anywhere, and from my iPad when I am on WiFi...

I can see the messages I sent from my iPhone on my tablet, and vice-versa....

Ok... here is the question... how to i add "Messaging" to my PC iCloud session?

I see mail, contacts, calendar, photos....etc... everything EXCEPT MESSAGES, and "mail" is not "MESSAGES"

iCloud even lets me access "Find my Friends"....everything except "MESSAGES"
