If you had then synced to iCloud (they would be viewable from a computer in the Contacts app at https://www.icloud.com/ if you did) then all you need to do is turn on Settings > iCloud > Contacts on the new phone.
If you had them backed up to iCloud they won't be viewable in the Contacts app at https://www.icloud.com/ but you can restore the iCloud backup to the new phone: iCloud: Restore or set up your iOS device from iCloud
Note that a restore or setup with iCloud backup is not selective (e.g., Contacts only) -- it will replace any current content on the phone with the content from the time of the backup.
