i bought a new phone in another country some days ago but didn't activated it while I was there and now I am trying to activate it in the country that I libe bit it keeps saying that the activation server is unavailable. I have the sim card in what else can I do? Sos

You will very likely have to contact your cellular carrier. But you should read this article first:

Generally, purchasing an iPhone in a country other than the one that it will be used is a mistake. For one thing, Apple's warranty only applies in the country in which the iPhone was purchased. Another thing is you may run into issues just as you did.
