How does a data storage system company get away with not having a simple way to weed out duplicates?

I briefly had my iPhone setting to back up my pictures automatically and ended up with over 7 copies of most of my pictures before I changed the setting. I have tried to find an efficient was to delete the duplicates, as in an app or setting in iCloud, through the site, and calling apple help but Apple has no admin routine, no setting, no app or any suggestion for how to efficiently remove duplicates.

So my question is, how does Apple get away with providing a storage system with no way to clean it up? Failure to do so makes it look like cramming the cloud with excess copies is simply a way to keep their fingers in your bank account and they will harass you with emails and non-functionality until you relent.

iPhone 6, iOS 9.3.2, null
