i while ago my pictures had stopped uploading to icloud so i signed out then signed back and i did this before soi thought it wouldn't take so like but its been literally weeks and they haven't uploaded yet it says "Uploading 1083 items" and the blue bar hasn't moved. Im supposed to be getting a new iphone soon and i would like to have all of my photos and videos on it can someone help me?!?!?

The speed of the upload depends on the size of the file, and the speed of the WiFi connection. If it is taking a long time, perhaps consider leaving your phone to upload the photos overnight. This could take a few nights depending on the speed of your internet.
Also, if you log onto iCloud using your Apple ID on a PC/Mac and go to "Photos", you will be able to see which photos have been uploaded, and a total number uploaded at the bottom.
When uploading photos to your iCloud Photo Library make sure that your device is charged and connected to WiFi, as photos will not upload if the battery percentage is low, or if you are not connected to WiFi.
