Why can't I delete saved articles on my iPhone 6 Plus in Safari reading list?

Why is safari reading list always syncing articles whether the iCloud is off or on? Whenever I try to delete an article I read from my saved articles, I always get a popup telling me that my bookmarks are being synced.

iPhone 4, iOS 5.1

Unless you are signed out, iCloud is always on. As a test, do you have access to another device/computer that you can try to delete the item from?

Try a reset.
