Thanks for asking your question here in the Apple Support Communities. I'm happy to check to see if you can restore your information from iCloud Notes to your device.
The first thing we want to ensure is that all your data is safe. You can make a backup in iCloud or iTunes. Use this article for help with that: How to back up your iPhone, iPad, and iPod touch.
Then, we want to check that Notes is selected to sync in Settings > iCloud. Ensure the slider is to the right and is green, meaning it is on. If it is on, but you still do not see your Notes from iCloud, please go to iCloud.com, and see if the notes are saved there. If they are, you will be able to make a backup of that data using this help article from Apple: Archive or make copies of your iCloud data.
Once you have a backup of the data from iCloud.com, you can turn the slider in your device under Settings > iCloud > Notes to off. Then, turn it back on. Give it a few minutes to see if your notes start to sync over. If not, you will want to verify that the iCloud account you are signed in with is the same account that the notes are saved to.
If you do not see the notes at iCloud.com, you will need to check your other devices to see if those notes are still saved. If they are, make a backup of that device to ensure they are stored safely.
