You are supposed to search using the Photos.app. Your Photos Library is a database, and Photos is the best tool to search it and to retrieve your photos. You can name photos by typing a title into the title field below the thumbnail or into the title field in the Info panel.

Photos can search for the tiltle or sort albums by the titles.

if you want to use the photos in Photos from other applications, use the Media Browser.  Most applications have a photobrowser to find photos in photo libraries.

Spotlight will search for files, by filenames or metadata written into the files. If you want to search with Spotlight, yiu have to edit the filenames and keywords before you import the image files to Photos.  But it is risky to access the image files in photo libraries using the Finder. It is not supported.

Whilst this is the photos for Mac community, the posters profile indicates they are using a mobile device. I'm now thinking you might be right with your assumptions, but whilst they mentioned spotlight I was thinking they wanted to name a photo on a mobile which of course they can't do.

Photos on a mobile device has way to go before it will be as versatile as the lost iPhoto iOS used to be.  It is really absurd. We can search for metadata in Photos but not add any metadata. I hope a flood of feedback will eventually make it more versatile.
