Q: I want to get Photos for MAC
When apple upgraded my operating system to EL Capitan, IPhotos disappeared. NOw I want to get the Photos App but all I can find is how to switch from IPHoto to Photos. How can I download Photos?

The Photos Application is part of the OS and is installed when the OS is installed - it is not available separately and it can not be uninstalled - if it is not in the Dock then look in the Launch Pad or in your applications folder and launch from there - while it is running right click on it in the Dock and select keep in Dock
The first time you launch it it should migrate your last used iPhoto library over (How Photos handles content and metadata from iPhoto and Aperture - Apple Support) - if for some reason it does not then drag the iPhoto library to Photos in the Dock to migrate
