Just what are you trying to do?

    What OSX version?

    What model Mini?

The Mac Mini should have been erased when you received so yo can install your own media. Apps "purchased" from the Mac App Store are locked to the account that originally purchased them.

If the person you bought the Mini from is available and can help, they

may be able to clear up the matter in a few moments with instruction

from an Apple Support article, linked here:

•What to do before selling or giving away your Mac - Apple Support

If they are not available, and the computer does not have an activation

lock or other protective system enabled, you may be able to see if the

computer could use OS X Recovery to access online servers, then:

•How to reinstall OS X - Apple Support

There is a chance you may have a bit of extra trouble to make use of

this computer under the circumstances, due to how secure the OS is.

There may be other things you could try &/or do to re-install the OS X

and start over with a new OS X install, with the Mac personalized to

your AppleID. To assume other factors were not put to use, the issue

may not be terribly difficult. However, certain secure features may be

    a roadblock to your progress.

And for that my friend, I haven't an answer.

Good luck with this matter, in any event!
