Legal to change region?

You can change regions to browse another country's store, but you may not make purchases.

The Apple Legal information can be found here => http://www.apple.com/legal/internet-services/itunes/us/terms.html

For example, here is the restriction for the USA Store: "The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations. Apple may use technologies to verify your compliance."

All other country stores have the same restriction.

You cannot use the iTunes store of a country in which you are not physically located.
