I see that you're having issues with your iPhone not connecting to 3G networks when 4G isn't available. I rely on cellular data quite a bit myself, so I'm happy to offer some help. Please try all of the steps in the following support article, and be sure to contact your carrier as well to verify that 3G coverage is available in your area. Be sure to test the 3G connection after each troubleshooting step.
